Should Highlands County have an elected or appointed superintendent? We don't really know. There's compelling arguments for and against both systems. For the last many years, we did fine with an elected superintendent. Then one day, somebody raised the idea of appointing the school superintendent instead, and suddenly the whole subject's become a talked-about issue. The other day the Pinellas County School Board agreed to a student assignment plan that will steer students to schools closer to home beginning with the 2008-09 school year.
